China Log Export Update

Laufer Group has been closely following the situation in China regarding log exports from the USA.   Below is an updated we received from an USDA APHIS Export Certification Specialist in New York regarding the Phytosanitary Certificate (PC):

 

“To provide some clarification on the logs to Hong Kong versus Logs to China issue: This has not been put into an official release yet, but I wanted to provide some clarification from all the rumors.

 

The inspection procedures are being tightened by Customs in China.  Logs that are arriving in mainland China with a PC, which show China as the final destination are being permitted entry. 

 

The shipments that are shipping to mainland China with a PC showing Hong Kong as the final destination are being rejected.  There have been no changes in the regulations, only in the effort to enforce them. 

 

Some contacts have stated it applies to all imported log shipments not yet checked at the port, or still on the water.

 

In summary, although there might be various inspection procedures in place at different ports, our understanding is that most ports can receive the U.S. logs that meet the following requirements:

 

1. PC for China as a destination country is present;

 

2. Arrival port is the same as point of entry declared in the PC;

 

3. China PC’s must be clearly marked if logs are debarked; (Logs must be debarked or fumigated or heat treated)

 

4. Fumigation information, i.e., type of fumigant, time and temperature, must be provided.

 

Shipments of U.S. logs with Hong Kong PC will not be allowed into mainland China.

 

From the information we do have, this is not a phytosanitary issue, merely China trying to enforce their current regulations correctly.”
