Trumps announcement on new tariffs for steel and aluminum imports

Trump made his tariff announcement yesterday regarding steel and aluminum imports. The tariffs will cover steel (25%) and aluminum (10%) products entered or withdrawn from warehouse for consumption on or after 12:01 a.m. on March 23, 2018. These tariffs will be in addition to existing rates of duties and anti-dumping / countervailing duties.
At this time, Canada and Mexico will be excluded from the increased tariffs while NAFTA negotiations continue. Additional countries may be added to the exemption list between now and March 22.
Products subject to the increased tariffs, along with their applicable Harmonized Tariff Schedule (HTS) heading / subheading, include:
"Aluminum articles" - unwrought aluminum (HTS 7601); aluminum bars, rods and profiles (HTS 7604); aluminum wire (HTS 7605); aluminum plate, sheet, strip and foil (flat rolled products) (HTS 7606 and 7607); aluminum tubes and pipes, and tube and pipe fitting (HTS 7608 and 7609); and aluminum castings and forgings (HTS 7622.214.171.124 and 76126.96.36.199).
"Steel articles" - Products classified in subheadings 7206.10 through 7216.50; 7216.99 through 7301.10; 7302.10; 7302.40 through 7302.90; and 7304.10 through 7306.90.
The increased tariffs do not apply to finished products, such as coat hangers or aluminum cans.
