WCMTOA Announces TMF Increase on August 1
On August 1, 2017 the Ports of Lost Angeles and Long Beach Traffic Mitigation Fees (TMF) will increase by 2.3 percent to match the increase in longshore wage and assessment rates that took effect on July 1, as announced by The West Coast MTO Agreement (WCMTOA).
This increase will bring the TMF to $72.09 per TEU (twenty-foot equivalent unit) or $144.18 per FEU (forty-foot equivalent unit) and is charged on containers being moved between the hours of 3:00 a.m. and 6:00 p.m. on weekdays.
In 2005 PierPass launched the OffPeak night and Saturday shifts to provide a solution for the severe cargo-related congestion surrounding the Los Angeles and Long Beach ports. The PierPass TMF is not only an incentive for cargo owners to move containers during OffPeak shifts, but to balance the labor costs of these extended gate hours. According to the volume of cargo handled, the remainder of the TMF collected is distributed to the terminal operators.
PierPass Inc. is a not-for-profit company created by marine terminal operators at the Port of Los Angeles and Port of Long Beach to address multi-terminal issues such as congestion, air quality and security. PierPass was established by the West Coast MTO Agreement, which is on file with the Federal Maritime Commission.
